Eevee wasn't the "cover Pokemon" of either of those.

But he (how im gonna refrr to Eevee) was your starting partner through it all. Just because he isn't on the cover doesnt mean he wasn't the protagonists main pokemon. He's pictured side by side with the protaganist on the manual for Gale of Darkness as well. Eevee was the star of those games.
