They never are.

Tsutarja, this is the first time in my life that I choose a grass type starter

1st and 2nd generation : Fire (Charmander, Cyndaquil)
3rd and 4th generation : Water (Mudkip, Piplup)

I like the water and rainy days, but in the first two gen the water starters didn't seem good for me (it's my opinion), so I had choose fire type. But now, the grass starter is the only one that I would choose, maybe if Pokabu has a better evo than Tsutarja I will choose him

nope they only the Japanese names they yet to be translated to the English version
