I don't think it really matters. There won't be any difference in compatibility or anything. The only difference is the directory where you have the games rips/downloads.

There's 2 different Windows softwares to enable LOCAL (lan) network emulation through VPN (I think Hamachi would work the same).
Xlink Kai : you only need to set your router to forward a port to another one. it rely on a server-client basis, and you have to create an account on their website. XBSlink : this one rely on host-remote basis. You choose the host IP, there's no external server which can intercept your data, it's more straightforward for ping response, it's more secure but limited to people you know. Maybe a little more complicated ? but once you figured it out, it's ok I guess. Someone could even host an official gbatemp vpn server
I don't have any LAN compatible game to test myself.
the compatible games are not my taste.
Which payload are you using? Is psgroove 1.1 compatible with GM 1.x?

There are two access level for files and folder :
either "user", and only the currently loaded game folder has write permissions
either "root", and all the folders from the internal are accessible and writable.
Hermes PSGroove use the Root mode, while PL3 use the user mode.
That why some games uploaded/updated using Hermes doesn't always work with PL3.
Either you have to dump/transfer them again while booting with PL3, or just remove the update/official installed data (at the top of the game menu) and reinstall the data while in PL3.
PL3 is more secure, it will prevent bad homebrew from accessing unwanted place.
About PSN access :
Many users reported the PSN working fine
I compiled HermesV4 mod PSNv2 for fw3.41
There exist a fw3.15 version and a PL3 mod PSN too, but I don't have what it needs to compile them.
DanyL and Fl0PPsy made them.

Some devices using PL3 allow you to select the model and sub-model (dingoo for example).

Whats up with the web page that was linked on the F.A.Q. ""check this list to make sure it can be updated with the latest payload" page everytime I download a file from them it isn't a hex file in fact it has no file extention at all. I renamed it to .hex and then I get a corrupt file when I try to flash it with the backcat program. What gives?
I also compiled some PSGroove Hermes for rockbox, but they are now outdated : Hermes V3 fix Hermes V4(b) Hermes V4 + PSN fix (but without 3.50Spoof)
But you better use the Rockbox builds from DanyL if you want the latest developement.

What device are you using to put the PS3 in debug mode ? (a retail dongle, rockbox, TI calculator, PIC, other ?)

It's not required anymore. 3.15 is working perfectly fine. it's the second best choice (3.41 and 3.15 are both first targeted firmware when the payload is updated)

You can either use the FTP, or split the big files on your computer first.
Now all recent backup Manager can split/recreate complete file automatically.
If you want to split the files on your computer there's "Open Split", a Java program which is doing it automatically for all the game folder and sub-folder.
You select the game folder (BLESxxxxx root folder), and it will analyze all the sub-folders, and rename files to old_filename.666xx (where xx = 01, 02, 03 etc.).
If there's a file bigger than 4GB which has been renamed, the game folder is prefixed with an underscore "_BLESxxxxx"
put that underscored folder on your FAT32 HDD, the manager will detect the underscore and recreate the splitted .666xx files to the original one on the internal HDD.

The latest PSN update blocked the previously known way of accessing PSN through jailbreak PS3s. So it's a bit of a moot point for now. You'll have to wait for the next exploit to appear that allows PSN access.

A Programmable device can't be outdated, because you can reprogram it to the new hacks.
But it can be outdated if it's really another way to hack the console(like using something else than USB).
About the best one, hummm the usually faster release devices are teensy, blackCat, AT90 etc.
But the other devices are updated fast, few hours after a new release.
The last device, with lot of possibility is P3GO (USB+ MicroSD to act as a real USB drive once booted in debug mode).
