Need help troubleshooting...

Before I begin, I'll make clear I don't know if this goes in this category or under hardware since it involves both to heavy degrees, but oh well... So, today all hell broke loose on my pc and that was a really bad start of a day! Just to clarify, while I say "need help troubleshooting" I did fix the issue, just want to find out where it originated from. Heads up, REALLY weird issue and a pretty long one!Without further ado, here's the whole situation:

-Day starts and I try to turn on my pc, no display and booting into BIOS (I got a MoBo with debug LEDs and it really helps).
-I try rebooting a couple times and making sure the HDMI is connected right in both the GPU and the monitor (using an LG TV-Monitor M2232)
-After nothing worked I decided to reset the BIOS since I often slightly overclock most parts in case the PSU couldn't give enough power
-Still nothing, so I removed the GPU and put it back in a different slot (my MoBo has 4 slots), but no display yet again
-I leave it running there stuck in the BIOS while I have the case open and looking to see if there's anything out of place, then I notice the GPU fans aren't spinning (old problem, they do that sometimes)
-I thought it may be a cable issue since it uses an auxiliary power cable for the fans and the identification chip so I replace that (was using an AMP to Aux connector that came with the GPU and switched to a direct PCI-B to Aux from my PSU)
-Fans spin at least a bit now, spinning for a couple secs, halting, then spinning again, no display though
-I put the GPU back in original slot and look around making sure every cable is connected the right way to no avail
-I disconnect all external cables and take apart everything inside and put them back in redoing all connections and wiping BIOS settings completely using a reset chip
-I wasted a hour trying to fix it like that and sure enough, damn thing works now and loads up, I redo all BIOS settings and reboot, but here comes the most frustrating part... ALL settings on the OS lost (Win 7 x64), graphic settings, windows service settings and so on, things that shouldn't have been affected AT ALL by what I did before and even my monitor hardware settings were changed to random values, not even factory settings!
-I reinstall AMD drivers (I'm using a Sapphire Radeon R265) using clean install, that fixed the graphic settings for the most part
-After that's done, I try to fix the resolution from that dreadful 800x600 my pc was forced to but find another problem. I normally use 1280x800 resolution (16:10) on my 16:9 monitor since it has a setting where it beautifully stretches the image without distortions or artifacts, but now the option in the settings on my monitor is grayed out allowing only 16:9 and 4:3! Now I'm forced to use 1366x768 (I don't use higher resolutions since they are literally a waste of wattage and needless stress on the graphics on a 24" monitor...
-I say fine and keep the 1366x768 and try to fix the other settings, the DPI for the fonts on my computer got messed up too, going from medium to tiny
-After I fixed that, all characters have gotten weirdly "skinny" of sorts, being about 1 pixel thinner than they should appear on my monitor
-Since I can't do anything about that I go and try to fix all the damn services that were restarted out of nowhere despite me having killed them and blocked them, but they still were running after booting (mostly microsoft services, daemon tools and a couple others that I don't even use or need) along with a bunch of program updaters that shouldn't be launching during stat-up according to my settings (java, adobe, etc.)
-I fix all that, now last problem is that smaller settings like the ones for virtual memory and things of that sort got messed up too, so I fixed them...

Now the computer is running fine, almost like it was before I turned it off last session, with only differences being the messed up resolution I need adjusting to and the really f-ed up brightness settings on my monitor I'm still trying to fix... During my last session, I was just watching videos from my HDD and only things I've downloaded in my last 10 sessions have been Kuriimu (from the github page) and just imgur funny stuff, so I highly doubt it was caused by something I downloaded. As for options, I never change any options, I always use a certain setup I've found is best for me and always go to that. I had the same options for at least a month now, but it's important to say that this HAS happened TWICE before, but without the whole aspect ratio changing thing. Any other things I can list that could be of any relevance are that I've disabled windows update along with most windows/microsoft services (I use replacement ones for most), I'm using AVG Pro, lately I've been using the cmd to run netsh scripts almost 20/7 (tbh extremely unlikely that this had anything to do with it but oh well), I hadn't updated any drivers in about a year and I haven't done anything intensive lately (too lazy so I've been watching vids, CPU/GPU usage hardly touched 25%...). About the hardware part, it may just be my terrible outlet or something since the place was built in the late 60s I think and the electronics aren't the best. However, I got no idea at all about what could have caused the software part. I really need help troubleshooting and understanding this thing in case it happens yet again!

To sum up on why I'm posting this, I need help finding out both about the software and hardware problems I encountered.

My pc is a custom build I made like 4 years back and only had this one problem repeat itself 3 times now... The parts that could be of any relevance are:
AMD FX 6350 (default speed/stock cooler)
AMD Sapphire Radeon R7 265
Corsair Vengeance DDR3 4GB 1366 (always overclock it to 1600)
MSI 990 FXA-GD80 (blown capacitor or something, highly doubt it though since they are meant to last)
Corsair RM750 PSU (this may not be providing power properly, but it still has an excess 350 watts so I don't know...)

    I mean yeah sure but the specs are the same as a $50 model, it's just those pesky "quality of life" things driving up the price, like an actually working speaker, or buttons that don't melt, and stuff like that.

    I think all in my Pi 4 was well north of 200 bucks 150ish for the Pi 4 the case the fancy cooler, then like 70 for the 500GB MicroSD then like 70 for the Xbox controller. But honestly it's a nice set up I really enjoy and to me was worth every penny. (even bought more controllers for 2 or 4 player games.) hmmm have never played any 2 player games yet :(

    Yeah that's what I hate about the RPi, it's supposedly $30 or something but it takes an additional $200 of accessories to actually turn it into a working something.

    Yeah a lot of it I consider a hobby, using Batocera I am constantly adjusting the collection adding and removing stuff, scraping the artwork. Haven't even started on some music for the theme... Also way down the road I am considering attempting to do a WiiFlow knock off lol
