Can I download a gamecube iso and load it from on usb loader gx? I've looked up dios mios and devolution but i'm confused whether they can run iso files or if they just load retail discs.

Devolution needs retail disc.
If you want to pirate use Dios Mios or Nintendont.

They load iso files but you need to have the USB formatted in fat32 with 32kb clusters and then use a specific programming to convert the isos into a compatible format. I personally use gamecubeisocompress

- install DIOS MIOS (it's a wad, so install it with a wad manager)
- you can only have one MIOS at a time, installing a new one will replace the old one
- DIOS MIOS = load ISO from USB
- DIOS MIOS Lite = load ISO from SD

- Launcher USBLoaderGX
- go to 4th icon in top menu and enable GameCube games display
- Go to settings > User paths > verify that "GameCube main path" is correctly set to usb1:/games/
- Go to settings > User paths > verify that "GameCube SD path" is correctly set to sd:/games/
- Go to settings > Loader Settings > Gamecube > Gamecube mode : Select between MIOS (MIOS/DIOS MIOS/DIOS MIOS Lite), Devolution, Nintendont

- insert a Gamecube disc, select install (it will dump the disc to gamecube main path)
- launch the game

Things to note:
1)
You can also put the ISO manually on your USB
/games/<whatever you want>/game.iso
/games/<whatever you want>/disc2.iso

2)
when dumping a disc with USBLoaderGX, the "whatever you want" part is formated as "Game Title [GameID]", it's easier/faster for the loader to use this folder format.
/games/Zelda Wind Waker [GZLP01]/game.iso

3)
USBLoaderGX checks your hardware setup (HDD partitions size/format/etc.) and will warn you if you have an incompatible setup.

Is it required I dump a GameCube disk? What if I have an ISO file. Are there any tutorial videos that shows each step? I can't seem to find any.

I explained both methods.

1) dump your own disc
OR
2) put ISO in correct folder manually

There's no need of video to rename a file to "game.iso" (g+a+m+e, 4 letters, really not hard)
and copy the file in a folder (/games/) and a sub folder (/whatever you want/)

/games/<whatever you want here>/game.iso

Ok. I was able to put the game but when i open usb loader gx it asks to partition the usb. I click yes and then an error pops up and restarts my wii. the usb loader gx works for my wii games but how do i make it to work with both wii and gc games?

Maybe try to create a folder named /wbfs/ too.
even an empty folder.

If the loader doesn't find games, it asks to format the drive (it's an old function when formating to WBFS was required ... I should remove that function and just create the /wbfs/ instead).

If it loads the disc instead of the ISO, it's because something is wrong in your setup.
wrong settings, wrong version of the loaders, wrong hardware setup.

I don't know why it's so hard for everyone to setup DIOS MIOS.

ONE harddrive, connected to port0. It should be 512 bytes per sector device. If it's bigger, it will not work.
ONE partition, in FAT32 with 32k/cluster
on the partition you put games in the /games/<whatever you want>/game.iso
(the ISO DOESN'T NEED ANY PATCHING/MODIFICATION/COMPRESSION/WHATEVER, just copy/paste your iso and rename the file to "game.iso")

You install DIOS MIOS v2.10 wad using a wad manager.
You install BC v6 wad if you don't already have it.

Put a disc in the drive.
Launch DMBooter, select the game from USB, launch it.
