Don't think such an app exists, it would be useful. Dosfsck would be useful too. Linux source for powerpc exists so it could be done if you know any coding. Perhaps you or a friend have a camera that can format the card, I know my cannon can.

I'll try the other way using Whiite-Linux-Installer to do this and I hope it can succeed.
Edit: I've formatted my own SDHC 8G with Whiite-Linux-Installer succeesfully though there is two partition in it now.
