I like the Drayano ORAS hackroms a lot of people liked BBVW
i don´t know if you like them because they are little dificult since there are stronger pokemon catcheable since you can catch every pokemon
the difficult is not stupid since you have EXP Share it doesn´t change the story i finished it without grinding

The only hackrom like this i have seen is Neo XY but you end the league nearly level 100

Open your "main" save in PKHeX Select Tools>Data>Load Boxes and select the folder with the pk6 files this will full up all your boxes with the pokemon.

Oh Im looking for a ROM hack that just has all pokemon catchable in game in the wild. Like in Neo y you can catch all pokemon but I want a more vanilla version of that.

AFAIK there is a lite version of neo y which includes just trainer edits and all pokemon.

Remember the pokemon you catch will not be bank or online battle safe since the location information of the pokemon will be impossible

Just dont do it. Unless u have sure they are catchable at the same spot at the same level as intended in the originals x\y. Even there may be differences.
