We have FPSLocker to force 60fps and Reverse-NX to force games to run in either handheld or docked mode but as far as I know there is no homebrew which forces 720p resolution. This would be great for games like Mario + Rabids, Metroid Prime and Donkey Kong Country: Tropical Freeze.

No, because rendering resolution is set internally in engine. FPS lock is also often set internally, thus why FPSLocker supports patches to fill that gap.
So each version of each game requires separate treatment and in case of resolution it may be impossible to change it once game initializes, so IPS/PCHTXT is the only way for those cases.
Changing rendering resolution has much more nuances to it than FPS Lock.
