Importing saves on 3DS that were backed up with Godmode9i

I have backed up save data from a DSiWare game on my DSi using GodMode9i. It consisted of two files named "NOULANGEU_KNDV01_1.pub" and "NOULANGEU_KNDV01_1.bnr". I wanted to import these to my 3DS using Godmode9, but the save files for the same game on 3DS are in .sav format. Must I convert these files to .sav files? If so, how would I do that?

Sure, they're FAT12 disk images, just like the file in shared2 that holds the voice recordings, the official DSi libraries are very (virtual) partition centric

And a file format is not an extension, even though some operating systems and programs incorrectly believe that just because there's often a correlation between them the extension must represent a specific format
(in other words, the converter is called a file renamer)
