Just make your own site using Notepad++ and one of the free hosts Rydian mentioned (or bplaced.net). It's extremely easy. FFS, I learned how to write HTML in a couple of days.

I used 000webhosting too, but if you use HTML 5 your pages will get invalid. They will add the following code to your pages, which I think is very annoying.

You might want to add w3schools.com to the custom coding section. They have a lot of information and they also include an editor to toy around with. I always use the site a damn lot when I am making a web page and it is understandable for both beginners as well as advanced users

Hm... I never really paid attention to it, because I mostly used it as reference material, instead of using it to learn HTML and other markup languages. You have a very valid point here, and I get what you mean, but the site you provided can be horribly nitpicky at times, like at the HTML quiz for example. But yeah, no point adding it to the first post if the site is sometimes blatantly wrong and if they advertise certificates that aren't recognized.

    We are not Nintendo, so we don't know exactly how/why/when they ban, but better to stay on the safe side and not do shady stuff, if you don't want to be banned. Hayato is one of the most knowledgeable ones here on the subject and I believe what he says.

To say don't try anything homebrew relative just to be safe forever is the easiest thing to say to someone. What I am trying to figure out here is with which cases and what actions got most of the people their bans for.
