They don't require the use of them. They have something called a hemipenis that allows them to directly inject what they need to into the female. They don't make their reproductive cells the same way as mammals.

Snakes do have testicles, they are just not hanging outside the body like our mammal "balls", they are internal. The hemipenis doesn't have a channel dedicated for sperm. Seminal fluid will travel along a groove which turns into a tube when the tissue is erect.
