Yeah I have seen phones creeping in as primary computing platform for people that would be inclined to hack things for a while now, and for more general people (and some specialists*) long before then.
I have had computers throughout it all and until phones allow me to do what I want like they do then I can't even consider a shift there, even without the fact that a lot of legacy and game specific software in the hacking world exists only for PC and possibly always will (though eventually phones will be powerful enough to fake being a core2 era PC/decent Windows 7 in real time and then it is a game changer).
Not sure what to say for that though.

*was in a house being sold and the architect that came round to measure things and take a few photos input it all in real time with his laser tape measure as he was going round rather than more conventional back at base. That was quite some years ago now and was an eye opening thing as far as what people use and do.

Forgot to mention last time if you are looking at IDA ( https://hex-rays.com/ ) and thinking that is a pricy thing then yes it is (though it is a professional tool and thing by which everything else is measured). The open source world does have two, arguably three big answers to it

GDB being the popular debugging option for the GNU GCC compilers and associated programming tools (which would be the third option, though not geared so much to hacking), and what many emulators adopt (or some hardware options for later devices where you have a firmware/operating system running in the background) when they can't be bothered to put the effort in to recreate what fceux (and PC with the likes of IDA) have. Indeed I am somewhat surprised to see IDA be adopted in ROM hacking and cheat making circles as it was mostly the domain of a few hardware/embedded device hackers (think those that make the exploits) and obviously PC before then, the few that did use it for cheats and hacking being those that had it for those other purposes and fancied a bit of fun on the weekend.
I don't know what goes for phone ports of each of those at this point but better chance of seeing those than IDA is likely to see too terribly soon.

https://www.onlinegdb.com/ is more of a learning tool but if we are collecting online sites then might be worth a bookmark.
