Homebrew is essentially a way to gain more control of whatever device you are running it on. It does this with exploits that it uses to allow you to run custom code, such as games, emulators, and some utilities.

Take a look at the Vita section to get an idea.
For cfws, 3.60 is the golden fw. For the 1000 models you can always downgrade if you are in a higher fw (to 3.60 to install Henkaku), otherwise you'd go for h-encore (3.65 and above).
