Is this one of those rhetorical questions? They're known for interactive story-telling. There are fail-states, choices and consequences. Take it how you like it, but it easily fulfills all requirements of an electronic medium to be called a "game". But I guess that if you want it to cater to your very, very personal definition of what a "game" really is...then the answer is "maybe".
It sort of depends on whether you with your narrowed definition of what a game is, consider point 'n click games to be games. Or poker, for that matter (they made 2 poker nights games).
