its a developer application called NtfUtil 11.4

you can get it via internet archive
1. search for "3ds development unit software download" on google
2. click on the internet archive link
3. download the zip
4. inside the zip will be various cia files
5. install the one titled "Dev NFPUTL NfpUtil 11.4.cia"

note: there are a lot of other use full applications in the zip list of functions at 3dbrew, to get there jest do step 1 and click on the first link
