Homebrew Forwarder 3DS won't work

I installed Java 8 update 251 to run Forwarder 3DS.jar, but when I try to run it, I get this error:

"Unable to install Java

There are errors in the following switches:
"C:\Users\Tyler\Downloads\Forwarder3DS\Forwarder3DS-v2.9.6\Forwarder3DS.jar";.

Check that the commands are valid and try again."

I reinstall it, try and run the Forwarder again, and I get the same error. What do I do?

Also in case I can't get it to work can Forwarders be distribued or not?

Yes, forwarders can be distributed. Just tell the user the ROM path.
