They would need to be the same region. You could try making an emuNAND on the CFW console and region changing it to US.

not possible your best bet is buying a flashcart for ntrboothax

I've read that sticky long time ago and stopped to follow the scene. Then I saw that oot3dhax has been updated up to 11.6.0.x but I forgot that it's just an userland exploit

On 11.4, you have three options to install B9S and Luma3DS:

1. ntrboot method
2. Update to 11.6 and use the DSiWare method with a second 3DS
3. Hardmod method

These are your only options.

Buy a second hand 2ds with firmware ranging form 9.0.0 - 11.3.0 and you can use Soundhax.

The ntrboot method is highly recommended. It's easy, and you only need to spend $20 on a compatible DS flashcart.
