Homebrew Convert .cia file to .3dsx

I am trying to run a homebrew application on a OLD3ds I don't want to install it, I just want to run it. The only issue is it appears to be closed source or I just cant find the source or a 3dsx build. Is there a way I can convert a .cia file to .3dsx and viseversa.
