...You have more posts than me and still don't know what cIOS is or does...?
The latest version is rev14. It runs most games. The only one that doesn't that is popping into my head is Guitar Hero 5, most other games run perfectly or near perfectly.
It's used to run back-ups (*cough* pirated *cough*) Wii games.
