ROM Hack Cia to 3DS Transfer

Now having available the Citra 3Ds Emulator up and running successfully and Having supposedly games out for it I just have a question. The games I have allegedly downloaded off the internet to use for these emulators. I guess My question is could I Put the game directly in to my 3ds and play it on there obviously not owning the game?

No. Thats why CFW exist

CIA is like an installable exe. CIA manager unpacks them and insert to the 3DS ticket. Not easy like putting the rom and run it like a flashcard

I did some research and downgraded down to 9.2.0 im now trying to figure out what to do next to get the games running. I looked at RXTools but is that the correct route to go?

to setup rxtools and emunand. If you are on O3DS or 2DS of course
