Browsers these days are about as good as it gets sans Adobe Reader itself. Chrome, Firefox, even IE and Edge all can read PDF files no problem, so you don't have to download any additional programs since you'll likely have any if the above already installed.

Editing PDFs is another thing, though, if that's what you want to do.

I tend to just use the browsers or the OS default, maybe installing Adobe Reader as a backup.

So far I haven't had any issues, but then I never used any of the 'advanced' stuff.
