i have a 3ds rom (which I own), but since I don't bother with hacking hardware I simply acquired a "backup" copy of my 3ds game, already decrypted.
I have already done extensive rom-hacking on the decrypted 3ds rom; I have changed stuff like spells, items, etc. I've done all of that using a hex...
When I normally use a hex-editor (CrystalTile2 is the one I like using) in order to do simple stuff like:
- Translate into English an RPG's entire list of items, spells, enemy names, etc. Simple stuff that doesn't require fluency in japanese.

As the topic says I am keenly interested in 100%'ing Wizardry: Asterisk (i'm a huge Starfish Studios fanboy), and I have to say first of all that I know how to "hack" NDS games; I have a roughly 30-40% translation into English work done on the NDS edition of ELMINAGE 2 "Remix", for example...
Done so far:
- half of all the game items
- a third of the spells + their descriptions
- about one third of all game "feedback" text (ex. "Pass item to whom?"; "Enemy encounter"; etc)
- game script is being human-translated and... it'll take a while so I have plenty of time.

EDIT/UPDATE: I recorded myself succesfully hex-editing the name of the Longsword in Elminage 1 for PSP, and then I made another short video showing me doing the _exact same things_ and hex-editing the Longsword name (i.e. translating it) in Elminage 2. Results? Worked like a charm on Elmi-1 and...
