Recently someone sent me his 100% smash Bros save (EUR). So I injected the save and the extra data. But when I open the game it makes a new save. How can I make the save work?

Are you using a cart or CIA? I think i tried this one time when i wanted to copy a game save from cart to cia, i had to use fbi to inject save and delete secure value or something and it work. Also i think it may have to do with different region but not sure. I actually had multiple cia of one game from different regions, and the eur save worked in USA so, i dunno.

Well, not all games supports EUR saves in USA and viceversa,

for example, YuGiOh Worldwide Edition (GBA USA) supports JPN and EUR save, and EUR/JPN versions supports EUR/USA/JPN saves too, but Mario Kart Super Circuit (GBA USA Save) doesn't work in JPN version.

I think weather the saves are region free depends on how much of the actuall game is different. This one game called Sayonara Umihara kawase (i think is called) in europe and japan, i had used the eur game and transfered the save to Umi's odd oddesy the USA game on my 3ds, worked with no problem. Simple fbi save copy and injection.
The game itself may not be that much different in creation or gameplay (example censorship or extra content, localization) So is just depends on the game, is all luck if you ask me. If it doesn't work it doesn't work and is probably more complicated than forcing the gam to load it, it may require changing either the game itself with romhacking or save data alteration, it could just be cause it doesn't detect proper country region code but who knows, i think playstation games are the same way on psp, ps3 and ps4 but again, you have to discover to know.

I don't know any method for converting EUR to USA, sorry.
Why don't google for a while? Maybe you can found more saves (USA OF COURSE) and inject it with JKSaveManager, Also, 3DS saves always are in .bin, just use the save file, you don't need extra data, because is NOT a save, as the name says, extra data saves replays, photos, and more from the SD/SysNAND.
If is a cartridge, if you have 3DS AR, why don't use it and forget about all?
of course, if is a cia, you need to find one save and inject it with JKSaveManager. <- Use this too if you don't have 3DS AR.
