No, but NDS and DS Lite are region free, so you can play DSi Games Pal/NSTC-J on DS (lite)
DSi and DSi XL are region locked, there's no homebrew for that.
Or just use a R4, and keep your NTSC-J Game saved :P
Idk if there's some special cart for ds for bypassing the region lock in dsi...

I have played Japanese Pokemon Black and White on my USA 2DS just fine. I think all I needed was Luma.
Luma doesn't let you play out of region NDS titles. this apply to DSiWare too. (DSiWare are region free because i have jp dsiware installed in my new 3ds)
I think it's a NDS Title, not a DSi Game. that the reason why you can play it. Unless was a DSi Game. Probably would had Region Lock.

Was it on a flashcard?
Nope, legit Japanese carts. Google around, tons of GameFAQs threads about this. USA and Europe copies will work on any system, but Japanese copies were DSi region locked.

I'm pretty sure they worked whether or not I was using a downgraded TWL_FIRM, but I never used a launcher or anything like that. The Home Menu just saw the games properly, animated icons and all, and launched them just fine.

@The Real Jdbye, I thought about that and I have blank DVD's and Blurays but honestly after like 90 songs I just listen to it a couple of hundred times toss it out and burn something else or have like 2-3 CD's. Florida here the heat in the car tends to ruin the CD's after like a few months even commercial pressed ones don't last too long.
