Hello. I've been trying for an hour to get Homebrew running on my 3DS XL (Not new). I have the appropriate otherapp file for my firmware (renamed), the soundfile, and the boot.3dsx file, but I can't seem to get Homebrew to actually start up. Here is what my SD card looks like:

If anyone would offer insight into why this isn't working, it would be very much appreciated.

Well right away I see 2 issues:
Your soundhax m4a is for N3DS, not O3DS. The N in "n3ds" means "new", not "Nintendo". You got the wrong file from the soundhax site.
You have no "3ds" folder for HBL to actually load applications from (different from the Nintendo 3DS folder).

If it still doesn't work report back with a description of what the 3DS does starting with opening 3DS music and navigating to the musichax file.

Okay, so I've got the appropriate sound file. So let me get this straight, I need to create a separate "3ds" folder in the SD card?

yes there needs to be a "Nintendo 3DS" folder which is already on there when you get a 3ds (don't mess with that btw) and a "3ds" folder, the "3ds" folder is where you put your homebrew apps/the starter kit.
