so I did everything g up to the 2.1.0 ctrtransfer but when I click the link for old or new 3ds 2.1.0 Usa it says the address was not understood. I'm confused on this part how do I download it?

You need to install a Bit Torrent. Deluge is a great option, that's what he was referring to. Download it here: http://deluge-torrent.org/, install it and then click on the link to download the ctrtransfer file
