tactics ogre is by the best of the bunch, but it can be brutal

Final Fantasy Tactics is a great introduction to the PSP capable ones

seriously check out growlanser wayfarer of time . it is AMAZING. ill do a quick run down on it. gameplay . a unique mix of rts and srpg that is unlike anything you've ever seen . story is amazing . modern rpgs should line up and take hints from this game . charcters are varied . unique and just plain great. game has 40 plus endings . 3 major plot routes . and 16 different romance routes for the modified route. 12 for the original route. but none for the dulkhiem route. it also features an alter fate system . where the choises you make and actions you preform can save the lives of diferent characters . I cant stress how unique and interesting this game is . seriously . to anyone reading this . if you have any love for rpgs . check this game out . it is the most underappreciated rpgs series of all time

XSEED announced that they were working on the 3rd one, but they won't release it for PSP. Someone could make a patch, but the PC versions are much better, imo.

I've never been a huge tactical RPG fan after I learned how LONG they take to get through and complete, complicated systems, grinding, cheap gameplay difficulty, etc. But my favorite continues to be La Pucelle Tactics: Ragnarok. The original was already my favorite (just slightly edging out Final Fantasy Tactics) but this one improved on it even more.

No English retail copy, sadly, but an English translated version for a hacked PSP like I've got is not too difficult to obtain and enjoy. I'll recommend it until the day I die.
