Basic politics - they have to convince the electorate. And there's clearly more chance of convincing the electorate after they see a prospering UK. So if they thought that the UK was really going to be stronger outside the EU, then they would wait until there was sufficient evidence to back this up so that they would have decent material to campaign with.
As they know full well that the UK is going to crash and burn, they are calling for referendum now out of desperation and would be campaigning under a far weaker "look the UK is going to do it so let's follow suit", which is pretty much the only argument they have. Because it's better then the alternative - fighting a campaign while the UK is folding in on itself
