some do, some don't. I crashed on my downgrade to 9.2 the first time with my n3ds and updated using my PSMD cart and it had no browser, I was lucky I had OoT3D and a spare CFW 3DS.

It's worth a shot either way, you won't lose anything trying to launch launcher.dat.

yes, you're updating your sysnand so you need to do it in sysnand mode.

I had rxtools installed on this 3ds before I decided to install a9lh. I didn't delete any of the files. Should I be able to use that?

and yes, I've cleared the history and cookies
My version string is 4.5.0-4E, and I'm seeing people talking about 4.5.0-10E online
I think my browser didn't update ._.

i'll try http://www.reboot.ms/3ds/load.html?rxTools.dat just in case but I don't think it makes a difference

Are you using the rxTools from the guide or the one you previously had?

Follow the guide to update to 9.2.0. It doesn't make you run any python scripts.

I was so paranoid that I made two 9.0 NAND backups lol. Luckily nothing happened.

I think it's something to do with the SD Card actually
the icons that rxtools.dat and launcher.dat have change when I unmount the sd card (to a text file icon)
I'll try with a different sd
