Is there any way to mod a a 3DS Cartridge to apply patches already without downloading from the eShop, english patches, etc.?

SNES cartridges can be reprogrammed though.

well pokemons not read oldy memory since the rom and the saves stored o nsame chip and you can inject save into it it uses a nand

wel lyou can denctpy games and install them as cia so those keys are all ready cracked and ym 3ds has a9lh so i could make rom hack onesYeah, NES and SNES carts, also GBA carts have been modified into gamehacks and stuff by taking the ROM chip out and and replacing it with a pre-programmed (becuase without some modificationyou can't reprogram the chip in-circuit) pin-compatible EPROM/EEPROM or FLASH chip. if you know a compatible, atleast one-time writeable chip to replace the one in your 3DS cartridge I don't see why it wouldn't work. the games are encrypted though so for now you would be limited to reproduction carts. as the data on the ROM vs the new chip would be 1:1 keeping the encryption. if you want to make a romhack or something you would have to first crack ninty's private keys I think.

Card2 is actually a single rewritable nand chip, with software-enforced write protection (someone allegedly bricked a Pokemon game with an external save programmer, when card2 was a brand new thing)...obviously not, as the name states: Read Only Memory
