Can I mod it after I virginize it? If I can, then yes.
I'm not entirely sure if formatting removes stuff from all the slots or just the ones the Wii could normally fill out in its original state. My recommendation would be to uninstall all cIOS'es and installing a fresh firmware installation (*not* an automated update, and be sure to make NAND backups every step of the way. 4.3 is tricky and not really recommended, go 4.2, I've never had any problems with it).

You don't need the installers, you just need Multi-Mod-Manager or any other multitool and for the cumbersome ones you can use AnyTitleDeleter. It'd be nice if you posted a SysCheck so that we may see what's actually installed on the system. That, and is there any particular reason why you'd want a virgin Wii? MMM is a wad manager... ModMii will download the appropriate IOS files and include MMM automatically.
Erm... MMM isn't just a WAD Manager. Hence the name Multi-Mod Manager.
