A bit of a (possibly) ambitious idea, but with WUIT you could potentially create a basic GUI paired with NUS-Packer to allow for compiling of apps / forwarders a lot easier (from Content, Meta, Code, you get the gist.).
Basic meta.xml formatting would be relatively easy, and the image part is already down, you'd just have to set it to place to the file in a meta directory, which NUS Packer could then pull from.
