To unban 022-2812, you need a secondary, unbanned 3DS running custom firmware of the same model type you're trying to unban. Dump the ITCM of the secondary console, extract the Device ID and CTCert from it, then inject them into the ITCM of your banned console using a custom loader of some kind. I use my own version of Luma, but any boot.firm payload will work.
