Use the PS3.ProxyServer.GUI program in Windows and configure your PS3 connection to use it.
Just did it again a few hours ago.Can you help me get that working or link something that can? I've been trying to find tutorials but they are all either not in english or from 2013. I've also tried to figure it out for myself but no luck.

Download this, extract it to C:\, rename the extracted folder as PS3ProxyServer, run PS3.ProxyServer.GUI.exe as admin, set your IP address, tick PS3 Mode and hit Start.
Set the same IP in your PS3 proxy settings, leave everything else as Auto.
After login to PSN, be sure to activate the console at the account configuration. After that, you can logout, disable the proxy and continue with the HAN instructions
I just made a Python version and compiled it to exe, it should work fine. The way my version works is that patches the response from the update server to make the PS3 believe that the latest version is 4.82. Get it from the attachment.
Sorry, the Python version did not support https, so made another one in Go... Compiled for MacOS & Win64 and tested. Get it from my GitHub repo.When I use your python file and put in the ip and port it gives and try to click sign up with my new account on the ps3, it gives me a 80028EA6 error. Any ideas? Sorry about all the questions, I really appreciate your help.

Had the same problem. What I did was to put the act/idps dumper as home page, cleared cookies and cache, closed the browser and opened it again.I did that already, it did succeed before but I accidentally canceled it lol. Just have to keep trying I guess
