No, it requires 1.4.0. It makes use of the fact that the DS card whitelist's signature isn't checked in 1.4.0. Presumably, he's using an Acekard 2i in that video with a malformed header that lets him take control of the launcher(?). I'm not sure why there's so much secrecy around it.

Wrong. You can downgrade using fwtool and a DSiWare based exploit that gives access to nand. That + retrieving the console id by exporting a game to SD from Data Management and using dsi_srl_extractor to extract the Bin file so one can find the console ID. fwTool can retrieve the nand CID. So you can do downgrade/other nand edits without a hard mod.

OK, if i got it right, we will soon have a new dsiware exploit, this way we can downgrade to 1.4.0 without hardmod and then we can use the hax which shouldn't be called buzzhax for SD + NAND + DSi mode cart slot access at the same time.

No, as long as the exploit is on there it can be run on any version. That being said there is a new one being worked on, we don't know many details except that it's most likely for a DSiware title that came preinstalled on the later DSi's.
