Turning your console into a dev kit is free of charge however, users will need to pay an additional $19 to get a Dev Center account which gives them full access to the true capabilities of developer mode.
Through developer mode, users can build, test, and experiment with Universal Windows Program development.

The content you're going to be creating isn't going to be games though, it's only going to be apps for the Xbox One. Only time will tell if Microsoft will allow us to create games
Even if dev mode is available to the public, it's advised for most people to just wait for the final release
There are also several requirements to get access to dev mode:
- Must be a member of the Windows Insider Program
- Must be a member of ID@Xbox
- PC must be running Windows 10
- A wired connection between your PC and Xbox One
- Have the latest builds of Visual Studio 2015 on your PC
- Must have latest build/updates of Windows installed
- 30 GB of free storage on your Xbox One
