The version of the browser your 3DS runs.
If you open the browser there should be a wrench displayed which leads to the settings.
Scroll down to the end and it shows the version.
Try using a different hack like the spidertools and see if they work. If they do then you know it's something to do with your SD card, if they don't then it's either your 3DS or your internet.
^If it doesn't look like this then you're doing something wrong. (ignoring the acnlram.bin.bak unless you use HxD)

Also, if people want to use that image to ask if peoples SD cards look like that, feel free. I get so many tumblr asks about the hacks I've taken to sending a general, "what system update are you on (check on system settings), and does your SD card look like this." message to everyone. Speeds up/solves most problems straight away.

Some of your files are C files
All of my files are .BIN files. Try deleting the C ones and redownloading.

The .c files worked more often than the .bin, with whatever alternate code reader website I was using when the main dump/injectors went down. So I keep them just incase.

While wondering where I'm supposed to put the values for PWPs to try to get them to finally appear in my second town, I stumbled across what looks like letter data in HxD~ Not exactly the most useful finding, but I guess maybe people could mess with it to create some funny letters from their mother or something, if they
really wanted to for some reason~
As a side note, concerning TPC picture hacking, I was talking to someone through the best friend chat yesterday and they said my TPC picture looked the same as it always has, even though whenever I look at it it's a picture of Usami from Dangan Ronpa~ I guess this is a good thing since it means that if any ewwy pictures were hacked in kids wouldn't have their eyes tainted by them, but also sadly means that nobody else can admire how cute my new picture is~... T///w///T The most important thing though is that at least we won't have to worry about our eyes burning~! :3

Hey guys? Could someone help me out? I'm using my old 3DS because my New 3DS XL's version is to high for this hack. The old 3DS's version is 6.3.0-12U, but it's not working? I thought it was everything below 22U? When I try to do the dump, there's no green screen, but it does crash.. but nothing gets saved onto the SD card. Help would be very appreciated! Thanks!
sigh Mkay thanks for the help.. that really sucks. I really hope something comes out soon so we can downgrade our firmware. :/
You can install the 9.5.0-22 browser with devmenu, or update to 9.2 with NUS Downloader i think. I don't really know how to though

it matters. For you, you can't go beyond 9.2 or you will truly be out of luck
