i recently got the error opening any program on a fresh nvme install, hhas the deck been known to have it's ram go bad? (worse case scenario)

Not a widespread issue as far as I'm aware, but there is always the chance that something like a re-image pushes a dying component over the edge. I'd say try a reinstall and then RMA if the issue still persists.
