Emulation pcsx2 (This Is Football 2004) on Athlon 64 X2 5600+, any way?

Hello, I wish to use just This Is Football 2004 (World Tour Soccer 2005 in North America) with PCSX2 on my retro PC (Athlon 64 X2 5600+ 2.9 GHZ, 2 GB ram, Asus Radeon HD 4670 1GB, Windows XP), but emulation is really slow, CPU stays on 85 - 90% usage, video card doesn't go upper than 45%. I tried all the settings like cycle rate, but nothing works, can't go higher than 24 FPS when 4 or more players are on the screen, sound is sluggish. Maybe the game is not optimized and the emulator doesn't like it. On the other pc (Intel Core I5 3570, 8 GB ram, Nvidia GeForce GT 1030, Windows 10) works fine with 3x resolution scale. Is the athlon too weak for pcsx2?
