I just made a breakthrough:

Construction Simulators 1-3, Resident Evils 2 and 3 (2020), Resident Evil Resistance, Hatsune Miku Project Diva X, and The Divisions 1 and 2 all share one thing in common: they can all be played on PlayStation 4! Is there any way to extract or decompile assets like sounds and 3D models from PS4 ROM files? You won't say this is impossible, will you?

For many games you can get access to the resources.
There is a bunch of tools like ps4 pkgviewer that can extract data from the pkg files.
And sometimes you can edit stuff and put it back.

But a lot depends on the software that was used to make the game.
If it is Unity then you will might have some luck with information and tools.
Most files are in some optimized format so don't expect to find 3D models that you can just open up in Blender or Unity as-is.
If it is some in-house development tool then you will have to put your hacker hat on and figure out what the data files mean.
Usually that is too hard to figure out.
