If you see the software as available under the "Software on This Console" tab while in eShop on the New ID, then you still have the old ID associated with the console. If your goal is just to remove the old ID from being displayed, while being able to download and use its software, that's fine, but Nintendo will still consider that ID allocated.

So legit .tiks in Wii U allow you to download games from eShop?

It's not the ticket, it's that the NNID is associated with the console. You don't need the ticket there at all to be able to download a removed title from eShop. When you go into eShop, a missing ticket from any associated NNID will be replaced.

Related to this, if you do disassociate a NNID the normal way, the tickets for that ID's purchases do get removed each time you go to eShop. The process seems to be that eShop figures out which console-specific titles the console should have at that time, then adds back the missing tickets and removes any that don't belong. You can see this if you put your console ID into one of your fake tickets, then visit eShop. You'll get an error if you try to run the title after you exit eShop, because the ticket has been removed.
