Cant update streetpass mii plaza

Pulled the old 3ds out of storage and noticed there was an update for the mii plaza. Installed version is 4.1 trying to update to 5.0. Trying to update in the app or the eshop results in error 007-2920.
Also in fbi under “titles” is see two
1. street pass mii plaza in green

Looking online people seem to say it has to do with a bad ticket. If I delete the red ones in fbi and try to update mii plaza the deleted tickets come back and the update still fails.

How do I fix this issue without losing my progress save data?

You probably ran out of free space. I already updated 2 games after the eShop closed, and it worked.
