Unless I absolutely have to, however, I don't ever plan to update f/w beyond 17.0.1.
If you're trying to modify stats of rare or story blades, it doesn't work because the stats for those blades come from the data tables (bdat) built in to the game. To change them you have to mod the bdat files, which unfortunately is an involved process.
Common blades don't work this way...
ITotalJustice created a cool tool called sys-patch that basically does the patching function at run time, no pre-generation of patches required.
It doesn't work for ancient f/w like 9.0.0 but any modern f/w since ~13.0.0 is supported.

The actual values in the save have an offset from the IDs in the datamine. Basically CCCC value for an item = ID for that...
