ROM Hack Moemon Firered CIA blackscreen
I, too, am having this issue, and hopefully I can shed some light on the problem. According to a thread I found elsewhere, Moemon does not work on the original BIOS even in VBA, which is what the 3DS uses. Likely this is causing the problem and currently there is no fix. I was able to recreate your issue. It seems that Japan version of Galaga (and I assume Salamander, I didn't check) doesn't want to run in VC using either injection method.
