It is only for 6 animals I think, but if you change the top Line of: C0000000 00000006 from 06 to to: C0000000 00000014, that would make it for 20 animals, but you can probably change it to C0000000 00000063 for 99 animals. The problem with X party blocked X bill that would have prevented X is that yes the bill probably would have worked great, buuuttt they put XYZDCBG in said bill as an attempt to sneak things in that tend to be completely unrelated to the original bills intent.
