Did you delete any titles that came with the DS like face raiders? If you do so your 3ds will claim it has an update but it's just redownloading the title on your ds
Yeah it's just Photoshop lol. If it were a ROM hack the lights on each tree would be consistent because they all use the same textures, but it's not. Not to mention there's one tree in the back unaffected
Find an old backup of your town (garden.dat) and delete the update via system settings. Then update it once more and go through the whole tutorial thing with Isabelle, then finally reimport the garden plus save file. This is what worked for me, I'm not sure if it'll work for you but it's worth...
