    I didnt format the sd card. I formatted my laptops hard drive.

    Thank you to everyone who helped me in this thread! I contacted nintendo and they told me to send it in for repairs.

    I didnt exactly turn it off. What I actually did was first go to system settings to check the firmware, which it showed as 9.5, then exited system settings.     I cant be absolutely sure because I am still very ignorant on the way the 3ds works but I am pretty sure as I could only load my games after using the gateway exploit with the card in the 3ds auto I had it named 32 gb after doing the emunand so that was its name when I put it in after the brick,
