For the record, Heaphax has always been a part of downgrading. It was partially patched on 11.0, but hard to get around. Look for changes between 10.7 and 11.0 and you'll understand. And for the record, it said that the exploit can be used to downgrade, and also said that the exploit was (partially) patched in 11.0
