It had forms though. Gen 6 only brought in like 70 new Pokemon, and thats like saying Lugia and Ho-Oh got their own game, why didnt Celebi?

That doesn't look like a new form of any existing Pokemon to me. I'm certain it's a new generation. They've never added new Pokemon to the same gen before.
