A simple workaround would be to immediately switch to a regular rifle and kill the executioner, no other NPCs attack the guy tied up after that. Otherwise yeah it's one or more of the cheats causing the sniper rifle to do no damage.- Sysyphus

Sorry, just got off a nice 12 hour work shift haha. Yeah so I was using another set of cheats that use the CEMU built in memory searcher and once that is open, the cheat table hooks into the game instantly.
